JR on TfL Licence Delays

The High Court last month granted permission for judicial review in R (Mugabo) v Transport for London [2026].  It seeks to challenge Transport for London over its alleged failures to issue private hire driver licences before expiry.  The delays resulting in, amongst others, licence-holders incurring financial loss. A full hearing is expected later this year.
